   HUB contracting community of contracting opportunities
* Develop a project specific database
* Develop tracking tools to measure progress

Implementation:
* Implement consistent communication methods to inform
   the M/W/SBE and HUB community about opportunites
* Implement customized continuing education
* Establish onsite presence of Procurement Facilitator

Documentation:
* Document data to evaluate program compliance
* Document comprehensive utilization reports
* Document certification status of contractors
