Identification:
• Identify M/WBE/SBE and HUB goals and objectives
• Identify potential areas of utilization
• Identify contractors and suppliers specific to our partner's needs

Development:
• Develop outreach programs to notify the M/W/SBE contracting community of contracting opportunities
• Develop a project specific database
• Develop tracking tools to measure progress towards partner's goals and objectives

Implementation:
• Implement consistent communication methods to inform the M/W/SBE contracting community of contracting opportunites
• Implement customized continuing education opportunities to partner/ contractor needs
• Implement a system to establish onsite presence of Procurement Facilitator

Documentation:
• Document data to evaluate program compliance
• Document comprehensive utilization reports
• Document certification status of Minority contractors and suppliers
